A Madison County grand jury indicted a woman on Nov. 12 for first-degree wanton endangerment and possession of drug paraphernalia following an October arrest.

Megan West, 24, Irvine, was originally arrested by Madison County deputies after they responded to College Hill Road when it was reported she was passed out on a front porch while her 20-month-old child was screaming and pulling her hair, according to a previous Register article.

When deputies arrived, West was slumped over in a chair with her head between her knees, a citation states. A witness noticed her, tried to wake her and called 911. West woke up after about five minutes of the witness shaking her and went inside a residence.

When deputies spoke with West, she had glassy eyes and slurred speech, but said she had not taken anything other than gabapentin earlier, the citation states. West went into a bedroom and allowed deputies to go with her, and they noticed a bent spoon with residue still on it and two syringe caps.

West also grabbed a small bag and threw it at a deputy, the citation states. It contained more syringes and another spoon with residue. While she was in her car, she gave deputies another bag that had pills, which West claimed were gabapentin and suboxone.

• Timmie Feltner, age and address unknown, second or subsequent offense controlled substance trafficking (heroin), second or subsequent offense controlled substance trafficking (fentanyl), third-degree controlled substance possession and marijuana possession.

• Richard Clark, 30, Henry Drive, Berea, first-degree controlled substance trafficking (more than 2 grams of methamphetamine, enhanced by possession of a firearm), second-degree controlled substance possession, possession of drug paraphernalia, excessive window tint and failure to produce insurance card.

• Tammie Moore, 37, Salvisa, Kentucky, first-degree controlled substance trafficking (more than 2 grams of methamphetamine), first-degree controlled substance trafficking (heroin), second-degree controlled substance possession and first-degree persistent felony offender.

• Michael McIntosh, 38, Ravenna, first-degree controlled substance trafficking (more than 2 grams of methamphetamine), possession of drug paraphernalia and operating a motor vehicle while impaired.

• Rhonda McDonald, 42, South Collins Street, Richmond, first-degree controlled substance trafficking (firearm enhancement), possession of drug paraphernalia, operating a motor vehicle on a suspended license and failure to maintain insurance.

• Kenneth Bundy, 26, Moran Mill Road, Richmond, first-degree stalking, tampering with a witness and three counts of violation of a domestic violence order.

• Marshall Laws, 40, Blue Lick Road, Berea, second offense failure to comply with the sex offender registration and second-degree persistent felony offender.

• Brandon Littleton, 35, Winchester, second-degree burglary, third-degree assault, first-degree fleeing or evading police, giving false identifying information and second-degree persistent felony offender.

• Dtrius Osborne, 20, Lexington, convicted felon in possession of a handgun and identity theft.

• James Edwards, 48, West Irvine Street, Richmond, receiving stolen property, first-degree controlled substance possession, possession of drug paraphernalia and operating on a suspended operator's license.

• Nathan Waters, 27, South Killarney Lane, Richmond, first-degree controlled substance possession and theft by unlawful taking.

• Edward Moore, 35, Box Ankle Road, Richmond, theft by unlawful taking (more than $500), second-degree criminal trespassing and second-degree persistent felony offender.

• Gary Kendrick, 29, Morehead, first-degree controlled substance possession, third-degree controlled substance possession, possession of drug paraphernalia and marijuana possession.

• Marie Crutcher, 46, South Killarney Lane, Richmond, two counts of first-degree controlled substance possession, third-degree controlled substance possession and possession of drug paraphernalia.

• Leanna Campbell, 34, Davenport Drive, Richmond, first-degree controlled substance possession (methamphetamine), first-degree controlled substance possession (cocaine) and possession of drug paraphernalia.

• Gregory Powell, 51, South Collins Street, Richmond, two counts of first-degree controlled substance possession, marijuana possession, tampering with physical evidence and first-degree persistent felony offender.

• Randy Chaney, 48, Dayton, Ohio, receiving stolen property (more than $500), operating on a suspended operator's license and second-degree persistent felony offender.

• Kaylen Dunn, 20, East Broadway Street, Richmond, first-degree controlled substance possession, two counts of tampering with physical evidence and public intoxication.

• Phillip Newcom, 46, homeless, first-degree controlled substance possession and possession of drug paraphernalia.

• Gregory Caudill, 31, Tates Creek Road, Richmond, first-degree controlled substance possession and marijuana possession.

• Jeffrey McKenna, 57, McKee, theft by unlawful taking (more than $500) and first-degree persistent felony offender.

• Joshua Turpin, 37, Irvine, fourth offense operating a motor vehicle while under the influence of alcohol/drugs/etc. Charges of no/expired registration plates, no/expired registration receipt and failure to wear a seat belt were referred to Madison County District Court for further disposition.

• Steve Napier, age and address unknown, first-degree criminal trespassing.

• Martin Carroll, 34, McKee, second-degree escape.

• Gilbert Hollingsworth, age and address unknown, theft by unlawful taking (more than $500).

• Toney Moore, 50, Keystone Drive, Richmond, first-degree promoting contraband.

• Tylor Miller, 23, Fairwood Drive, Richmond; John Estrada, age and address unknown; Brian Bays, 26, Gabbardtown Road, Berea; Michael Sanchez, 28, West Main Street, Richmond; William Mullins, South Third Street, Richmond; Serena Almusali, age and address unknown and Steven Phillips, age and address unknown.

Charges were dismissed without prejudice regarding the following:

• Gordon King, age and address unknown; Tonya Hart, age and address unknown; and Shawn Lear, age and address unknown.

An indictment does not indicate guilt, only that grand jurors believe the state has enough evidence to proceed with prosecution.
