The Kentucky State Police have arrested and charged a 76-year-old man for a fatal crash that happened in May 2019.

William Givens of Richmond, was charged with murder, first-degree assault and disregarding or failing to yield right of way after he was arrested on a warrant by troopers on Jan. 12.

A warrant states Givens was driving on Main Street in his SUV in Richmond on May 9, 2019, when he turned left onto South 3rd Street. Givens failed to yield the right of way to a moped that was traveling east on Main Street.

The moped collided with Given's left front fender and tire area and both the driver and passenger of the moped were thrown on impact.

The driver of the moped, Kenneth Ray Sizemore, 53, of Richmond, later died at the hospital from his injuries. The passenger on the moped was also seriously injured.

According to the warrant, a blood toxicology sample taken from Givens shortly after the collision came back positive for amphetamine, methamphetamine, and marijuana.

Givens was taken to the Madison County Detention Center on Tuesday.
