Two men were indicted on various charges by a grand jury recently.

• Jason Stephens, 34, Morehead, convicted felony in possession of a handgun, trafficking in a controlled substance (heroin), first-degree controlled substance possession, third-degree controlled substance possession, possession of drug paraphernalia, marijuana possession and first-degree persistent felony offender.

• Derrek Walters, 36, Patsy Drive, Richmond, convicted felon in possession of a handgun and first-degree persistent felony offender.

Richmond police arrested Stephens on Feb. 26 after officers pulled over a vehicle for a headlight issue, according to a previous Register article. The driver had appeared to be avoiding officers and blacked out its light, according to a citation. They then drove through a parking lot and into a parking spot.

Officers spoke with Stephens, who was a passenger, the citation states. The driver consented to a search of the vehicle and also informed officers there was a warrant for Stephens' arrest, and he had drugs and a gun in the vehicle.

Officers searched the vehicle and found a tin can with a crystal-like substance suspected to be methamphetamine, 14.59 grams of marijuana, 16 clonazepam pills, seven diazepam pills and 2.5 grams of a substance suspected to be heroin, the citation states.

Officers also found a bundle of small baggies and hypodermic needles where Stephens was sitting, the citation states. He was arrested, and officers searched him.

They found another crystal-like shard suspected to be methamphetamine in his shoe, the citation states. Officers found a handgun in the trunk of the vehicle behind where Stephens was sitting, and officers confirmed he's a convicted felon.

The grand jury charged Walters with possessing the same handgun on the same day, according to the indictment.

• Christopher Arnold, 39, Estonia Drive, Richmond, subsequent offense first-degree trafficking in a controlled substance.

• Stacie Tipton, 34, Winchester, first-degree controlled substance trafficking (more than 2 grams of methamphetamine).

• Lucy Smith, age and address unknown, trafficking in a controlled substance (more than 2 grams of methamphetamine) and possession of drug paraphernalia.

• Bethany Chapman, age and address unknown, first-degree controlled substance trafficking (more than 2 grams of methamphetamine).

• Bethany Cornett, age and address unknown, first-degree controlled substance trafficking (more than 2 grams of methamphetamine).

• Lora Ruble, 49, Flatgap Road, Berea, first-degree controlled substance possession (methamphetamine), first-degree controlled substance possession (drug unspecified), carrying a concealed deadly weapon, possession of drug paraphernalia and operating a motor vehicle while impaired.

• Ameia Singleton, 38, East Irvine Street, Richmond, two counts of second-degree forgery, theft of identity, two counts of fraudulent use of a debit card and first-degree persistent felony offender. In a second indictment, she was charged with third-degree burglary, theft by deception and first-degree persistent felony offender. In a third indictment, she was charged with eight counts of second-degree criminal possession of a forged instrument and first-degree persistent felony offender.

• Alvin Thornton, 38, Lexington, first-degree fleeing or evading police, convicted felon in possession of a handgun, disregarding a stop sign, failure to or improper signal, reckless driving, second-degree persistent felony offender and first-degree consistent felony offender.

• Juan Martinez, 35, Boone Trail Road, Richmond, fourth offense or subsequent operating a motor vehicle while under the influence of alcohol/drugs, no operator's license and possession of an open alcohol beverage container.

• Justin Harris, 27, Big Hill Avenue, Richmond, alcohol intoxication and carrying a concealed deadly weapon.

• Douglas Stamper, 32, Lexington, fourth offense or subsequent operating a motor vehicle while under the influence of alcohol/drugs, driving with a DUI suspended license, failure to notify address change to the Department of Transportation, failure to surrender revoked operator's license and failure to produce insurance card.

• Kenneth Robinson, 34, Crooksville Road, Richmond, fourth offense or subsequent operating a motor vehicle while under the influence of alcohol/drugs and driving with a DUI suspended license.

• Jesse Salyers, 35, Lake Street, Richmond, first-degree controlled substance possession (methamphetamine), third-degree controlled substance possession and possession of drug paraphernalia. She was also indicted on a first-degree bail jumping charge.

• Amanda Burns, 36, Winburn Road, Richmond, first-degree controlled substance possession (methamphetamine).

• David Ray, 28, East Irvine Street, Richmond, first-degree bail jumping.

• Terry Montjoy, 46, Bluelick Road, Berea, first-degree bail jumping.

An indictment does not indicate guilt, only that grand jurors believe the state has enough evidence to proceed with prosecution.
