Laurel County deputies arrested a London woman on a Madison County warrant Tuesday afternoon that charges her with three counts of first-degree criminal abuse (child younger than 12).
According to the warrant, between Jan. 1, 2015, and Dec. 31, 2018, Judy Wilburn, 30, "allowed her boyfriend to torture and participate in cruel punishment by beating (three) children with hands, fists, belts, switches, a shovel, a charging cord and soaking their hands in hot water."
The warrant also states that Wilburn slapped one of the children's faces hard enough to leave the child with a black eye.
Wilburn was taken to the Madison County Detention Center, where she remained Wednesday afternoon, according to online jail records.

Berea police arrested Peter Strand, 30, Richmond Rd., Paint Lick, for public intoxication by a controlled substance (excludes alcohol), buying/possessing drug paraphernalia, second-degree controlled substance trafficking (20 dosage units or more, drug unspecified), prescription controlled substance not properly contained and second-degree controlled substance possession (drug unspecified) after officers were called to Jefferson Court, where it was reported he was climbing through a window and burglarizing a residence Tuesday evening.
When officers arrived, Strand was standing in front of a table with his back toward officers, and he was counting pills, according to a citation. Some of the pills were still in a bottle and in a baggie.
The resident said that Strand had just pulled the pills out and said he was trying to get rid of them, the citation states. He asked another person how many they wanted, and they said none because they undergo chemo therapy currently.
Officers counted 72 pills between a container and the table with several broken pieces, all of which were marked Xanax and reverse 2, the citation states. They also found 11 broken Xanax pills, another pill marked N8 and a syringe.
Strand remained in jail Wednesday afternoon, according to online jail records.

Kentucky State Police arrested Lola Mink, 19, Mount Vernon, Monday night on a Madison County indictment warrant that charges her with first-degree controlled substance trafficking.
She was arrested on Richmond Street and was also charged with operating a motor vehicle under the influence of alcohol/drugs/etc., operating a vehicle with an expired operator's license, no registration plates and no registration receipt.
Mink was taken to the MCDC, where she remained Wednesday afternoon, according to online jail records.

Kentucky State Police arrested Dante Rivera, 23, Buffalo, NY, for marijuana trafficking (more than 8 ounces, but less than 5 pounds) and buying/possessing drug paraphernalia after a vehicle was pulled over on I-75 North.
When troopers approached the vehicle, they could smell marijuana, according to a citation. Troopers found a bag containing marijuana, and Rivera admitted that it was his.
Troopers searched the vehicle and found two more bags containing marijuana, and Rivera said he got it in Atlanta, Georgia, the citation states. He said that between the two bags, it was 1 pound of marijuana.
Rivera was taken to the MCDC, where he remained Wednesday afternoon, according to online jail records.
