A Lancaster man is facing third-degree rape and other charges after Lancaster police arrested him Sept. 16.
According to a warrant, from April 25 to 28, 2014, in Madison County, Jimmie Neal Jr., 46, engaged in sexual activity with a 14-year old minor.
Neal was booked into the Madison County Detention Center Tuesday afternoon, where he remained Wednesday, according to online jail records.

Richmond police responded to North Madison Avenue early Wednesday morning after receiving a tip that four individuals were sitting at a picnic table possibly using drugs.
Police spoke with one of the individuals, Timothy Elam, 32, of Vancleve, Ky. The citation noted Elam had a warrant for his arrest.
A small plastic baggie containing suspected crystal methamphetamine was noticed on the ground close to Elam’s seat and within arms reach, according to the citation. Elam alerted police to a syringe in his left pants pocket.
Elam was charged with first offense first-degree possession of a controlled substance (methamphetamine) and tampering with physical evidence.
Elam was booked into the MCDC, where he remained Wednesday afternoon, according to online jail records.

Elbert K. Boggs, 41, of Drefyus Road, Waco, was arrested Tuesday after a Madison County Sheriff’s detective approached a vehicle at the D& G Food Mart on East Irvine Street in Richmond.
Boggs was arrested on a warrant for non-compliance and failure to appear. According to the citation, paraphernalia associated with methamphetamine was found in the vehicle.
Additionally, Boggs was charged with buying and possessing drug paraphernalia and booked into the detention center, where he remained Wednesday afternoon, according to online jail records.
