Planning and Zoning Commission approves Appalachian College Association HQ plans

RICHMOND — Richmond’s planning and zoning commission Thursday evening unanimously approved site plans for a new headquarters for the Appalachian College Association.

The approval clears the way for the organization to construct construct a 10,000 square-foot, one-level office building at 801 Brighton Way, across Barnes Mill Road from Richmond Centre.

The commission also granted one waivers for the plan and gave conditional approval for another. The first was to remove the sidewalk along the east side of Brighton Way. City Attorney Garrett Fowles had raised concerns at the previous meeting that removing the sidewalk could make the plat no longer ADA (Americans with Disabilities Act) compliant.

Fowles was not present at the meeting Aug. 29, but Planning and Zoning Clerk Elisabeth King said he talked to her earlier in the day and said he had not yet received a reply from the area ADA inspector, but the waiver could be granted  if it was made conditional upon the inspector's approval.

The second waiver was to eliminate the landscape buffer requirement for the property’s east side.

In other business, the commission:

• Approved a site plan for Carl Price at 133 S. Killarney Lane contingent upon review by Planning and Zoning Director Jason Hart. The plan will change an existing duplex into a chiropractic office, adding an entrance to the existing parking lot and putting new spaces behind the building.

At the previous meeting, Planning and Zoning Inspector Kevin Causey said the privacy fence surrounding the property was too high on the side where the main entrance of the building was. Charles Black, the engineer for the project, said Thursday the issue had been resolved, but the commission decided Hart, who was not present for the meeting, would need to look at the revised plan before it could take effect.

• Approved the site plan for St. a building to be used for grounds keeping and tool storage, including a mulch bin and garage bays. The plans will be sent to the city commission for a final vote.

• Congratulated Hart, who was named floodplain manager of the year by the Kentucky Association of Mitigation Managers at a conference of planning managers he was attending.
