Property owners ask for multifamily zone change

Some planners opposed to more apartments in city


RICHMOND — Zone changes requested near South Pointe subdivision

Eaves, representing the Viola W. Hale Estate, requested several zone changes for a 27-acre property along US 25 that borders the South Pointe subdivision south of Clark-Moores Middle School.

The farmland, at 45 Casey Circle, has a net taxable value of $27,500, but its full cash value is $450,000, according to PVA records.

The representatives of the estate want to convert the land into business, duplex and multi-family zones (B-3, R-2 and R-3). It currently is zoned R-1B for single-family structures.

The board took no action, but the matter will be taken up at the next regular meeting.

Also at the meeting, the board:

• Heard information on a site plan for a Speedway gas station and convenience store at Merrick Drive and the Robert R. Martin Bypass

• Heard information on an amended site development plan for Frazier Realty at 2028 Merrick Drive

• Discussed whether a planned pet boarding facility on Four Mile Road would need conditional approval in a B3 zone.
