Health tax remains same; employees get raise

Board chair Tobin retiring

RICHMOND — The Madison County Health Board voted Wednesday night to retain the property tax rate it has levied since 2006, 5 cents per $100 of assessed value.

With a stable financial outlook, the board budgeted 3 percent raises for employees along with $470,000 to renovate the health department clinic on Boggs Lane in Richmond.

The project is still in the design phase, but construction is expected to start in August, said Christie Green, department spokesperson.

Last year, the board approved 2-percent raises for employees after they received no across-the-board pay increases for 2012-13. In the 2011-12 fiscal year, employees received a 50 cent per hour raise, according to figures presented by David Reed, the department’s finance director.

At the end of April, with two months remaining in the fiscal year, the department was running a surplus of more than $1.05 million, according to Reed’s report.

The MEPCO home-health agency operated by the board, which serves Madison, Estill and Powell counties, was not faring so well.

It showed a deficit of nearly $170,000 for the year’s first 10 months, including a deficit of nearly $50,000 for April.

However, reimbursements from both public and private insurance tend to lag behind. In past years, the agency often was able to balance its budget after delayed reimbursements were received.

Also at the meeting, Dr. Stuart Tobin, a board member for more than 30 years and its chair for much of that time, announced he was retiring.

He expects to remain at least until the board’s bi-montly meeting in August to allow time for selection of a new member and new chair, he said.
