Richmond police cited a Smith Village mother Tuesday morning after neighbors found two of her three children playing alone in the snow at 2 a.m. while wearing little clothing.
Berea man charged with kidnapping his grandchildren
Richmond police charged Roger D. Abrams, 50, of Berea, with kidnapping Friday after he allegedly took unlawful custody of his two grandchildren.
An officer responded to the 100 block of Rice Court about 3:38 p.m. and met with the children’s mother, according to the police report. The woman told the officer Abrams took her children, ages 7 and 9, from the home despite her objections, the report stated.
