RPD: Young children found playing unattended in snow at 2 a.m.

Mother cited for endangerment

RICHMOND — Richmond police cited a Smith Village mother Tuesday morning after neighbors found two of her three children playing alone in the snow at 2 a.m. while wearing little clothing.

Valarie J. Ward, 23, of Smith Village, received three misdemeanor charges of endangering the welfare of a minor.

Officers were called to the scene after a complainant reported seeing the Ward’s children outside, according to the RPD report. The complainant took the children, ages 4 and 2, into her residence to wait for police to arrive.

One of the children was barefoot and had no pants on, and the other was partially clothed, the report stated. The temperature at the time was about 21 degrees.

The officers determined where the children lived and went to the residence to investigate further.

They found the rear door to the apartment open with small footprints leading away from the residence, according to the report. The officers announced themselves at the door but received no response, so they entered the apartment and found a third small child in a crib.

There were no adults in the residence, the report stated.

The officers took the three children to the police station. State workers with the Cabinet for Health and Family Services placed the children in the care of an adult relative, and there were no injuries to the children as a result of the incident, the report stated.

Ward, who was the resident of the apartment, was summoned by phone to the police station where she was cited and released, the report stated.

Theft from vehicle

A resident in the 700 block of Amanda Court reported several items worth $450 had been stolen from her parked and unlocked vehicle Jan. 20. Reported missing was a red, hard-sided suitcase with a Jeep logo on the front, several promotional items (pens, highlighters etc.) bearing the EKU logo and a maroon table cloth with “EKU Nursing Program” emblazoned on it.
