Grand jury indicts man in Virginia Street arson case

RICHMOND — A Madison County grand jury has indicted a Virginia Avenue man on two charges of second-degree arson in connection with a July blaze at a home on the same street.

Mark R. Bush, 34, also was charged as a second-degree persistent felony offender, which bumps the Class B felonies up to Class A. This highest-level felony class carries a possible sentence of 20 to 50 years or life in prison.

The first fire at 102 Virginia Avenue was reported at 1:55 a.m. July 23, according to Richmond Fire Department Chief Buzzy Campbell. That fire destroyed most of the rear of the building.

Firefighters responded to the second fire at 2 a.m. the following day. The second fire destroyed the front part of the house.

During a follow-up investigation, detectives with the Richmond Police Department identified Bush as a suspect in both fires. The RPD did not provide additional information about Bush’s connection to the suspected arson incidents.

Other indictments handed down Wednesday were:

• Tamara N. McQueen, 27, first-degree promoting contraband, theft by unlawful taking (under $500), possession of marijuana, possession of drug paraphernalia, second-degree possession of a controlled substance and third degree possession of a controlled substance

• Jerri R. Lakes, 26, second-degree burglary, second-degree criminal possession of a forged instrument, theft by deception (under $500) and second-degree persistent felony offender.

• Kenna Rae Agee, 29, receiving stolen property (less than $10,000) and theft by deception.

• Timothy L. Poynter, 38, two counts of first-degree criminal possession of a forged instrument.

• Shelby B. Noe, 53, first-degree possession of a controlled substance and aggravated operating a motor vehicle while impaired.

• Kayla B. Neeley, 28, first-degree possession of a controlled substance, tampering with physical evidence and first-degree promoting contraband.

• Clifton B. Wilson, 36, first-degree possession of a controlled substance, second-degree possession of a controlled substance, third-degree possession of a controlled substance, possession of drug paraphernalia, possession of marijuana and public intoxication.

• Angela D. Gentry, 37, first-degree possession of a controlled substance and third-degree possession of a controlled substance.

• Christopher L. Mullikin, 32, and Colen Wilburn, 36, manufacturing methamphetamine. Mullikin also was indicted on three charges of first-degree possession of a controlled substance.

• Colen Wilburn, 36, receiving stolen property (less than $10,000) and two counts of theft by deception.

• David A. Carrier Jr., 38, first-degree bail jumping.

• Betty Eli King, 53, first-degree wanton endangerment, first-degree possession of a controlled substance, operating a motor vehicle under the influence of alcohol/drugs, possession of drug paraphernalia, failure to maintain insurance, controlled substance prescription not in original container, reckless driving, failure to wear seat belts and no/expired registration plates.

• Christopher T. Brassfield, 20, first-degree possession of a controlled substance, possession of drug paraphernalia, possession of marijuana and illegal possession of a legend drug.

• Michael W. Hafley, 36, two counts of first-degree possession of a controlled substance, possession of drug paraphernalia and illegal possession of a legend drug.

Misdemeanor indictment

• D’Anthony Chambers, 21, and Jeremy Roberts, 26, fourth-degree assault.

Cases referred to district court

• Shelby B. Noe Jr., 53

• Kelly D. Thompson, 41

• Chad A. Parks, 38.

Grand jury indictments do not indicate guilt, only that grand jurors believe the state has enough evidence to proceed with prosecution.

    Between October 2011 and September 2012, Eric Kelley had sexual relations with Lawson’s two daughters, according to court documents.
    She was charged with complicity after police said they learned Lawson knew of the crimes but didn’t try to stop them or alert authorities.

    Both parents, who served time in jail while their charges were pending, were sentenced to probation Thursday in Madison Circuit Court.
