Man charged with child endangerment, domestic violence

RICHMOND — Kyle Chasteen, 26, of Manna Drive, was charged with child endangerment Wednesday after an officer found him to be intoxicated while three children were in his care, according to a Richmond police report.

An officer was dispatched to Chasteen’s residence about 6:29 p.m. to investigate a report that three small children were playing outside without supervision and the adult inside was unresponsive.

According to the police report, the officer learned from witnesses at the scene that two children, ages 2 and 4, had been playing in the street for 30 to 45 minutes. A six-month-old child was also inside the residence.

Witnesses told the officer they collected the children and went to Chasteen’s home to speak with him and found him unresponsive on the living room floor. They called 911.

The officer spoke with Chasteen and learned he had consumed a large quantity of alcohol and was not aware the children were outside. Child Protective Services was called and the children were placed in the care of a responsible relative, the police report stated.

Chasteen was charged with three counts of endangering the welfare of a minor.

An outstanding warrant on a fourth-degree assault (domestic violence) charge from an April incident also was served on Chasteen, and he was lodged in the Madison County Detention Center.

intoxication, drug charges

Shannon Nipper, 36, of West Main Street, was charged Thursday with public intoxication as well as several drug offenses, after an officer found him urinating in a parking lot to the rear of 130 East Main Street at about 1 a.m., according to police

When speaking to Nipper, the officer believed he was intoxicated and took him into custody, the police report stated.

A search revealed Nipper had a marijuana cigarette, half a pill of suspected hydrocodone, and a small amount of suspected cocaine, according to the police report.

Nipper was jailed on charges of alcohol intoxication in a public place, possession of marijuana, and first and second degree possession of a controlled substance.

Theft from vehicle

A man reported his vehicle was broken into the evening of May 15 while parked at Galaxy Bowling Center and several items, including a pistol prescription drugs, were stolen.

Listed as stolen were: a black .40 caliber Smith and Wesson pistol, with a nickel slide and laser sight, model #SW40VE, and four bottles of prescription medication. Estimated loss: $504.
