Three more arrested in RPD drug roundup

RICHMOND — Three more arrests were made Thursday as a result of a covert operation by Richmond police that began in the summer of 2012.

Members of the Richmond Police Narcotics Unit arrested Carl Ingram Jr., 38, of Raven Road in Berea, Robin L. Ingram, 45, same address, and Altheia G. Tichenor, 53, of Calumet Drive in Richmond.

All are charged with first-degree trafficking in a controlled substance and were arrested on the strength of sealed indictment warrants.

Charges against the Ingrams stem from an undercover operation in which five oxycodone (Percocet) pills were purchased from Carl and five purchased from Robin in May 2012, according to an RPD news release.

Five oxycodone pills also were purchased from Tichenor by an undercover police officer in July 2012, the release stated.

The Ingrams surrendered to Richmond police at 2:51 p.m. Thursday.

On Friday evening, both remained in the Madison County Detention Center, under separate $10,000 bonds.

According to the detention center’s online records, Carl Ingram has been jailed eight times since April 2009.

At approximately 2 p.m., Tichenor was taken into custody at her residence.  

As officers were arresting Tichenor, she attempted to swallow three Xanax pills, RPD Chief Larry Brock stated in the news release.

“Officers prevented the act and recovered the pills,” Brock said.

In addition to the indictment charge, Tichenor also was charged with tampering with physical evidence and third-degree possession of a controlled substance.

She remained in jail Friday evening under a $10,000 bond.

According to the detention center’s online records, Tichenor has been jailed five times since February 2011.

Nine people were arrested earlier in January as a part of the same covert operation. They include:

• Reanell C. Caldwell, 36, East Irvine Street, two counts of first-degree trafficking in a controlled substance.

• Mackie R. Rhodus, 42, Smith Village, three counts of first-degree trafficking in a controlled substance.

• Greg Farmer, 31, Four Mile Road, two counts of first-degree trafficking in a controlled substance and one count of second-degree trafficking in a controlled substance.

• David L. Moore, 24, Danielle Court, first-degree trafficking in a controlled substance and second-degree trafficking in a controlled substance.

• Kimberly D. Hellard, 37, Francis Street, two counts of first-degree trafficking in a controlled substance. T

• Shamika M. Flood, 33, Herndon Street, Berea, first-degree trafficking in a controlled substance.

• Blake J. Chadwell, 27, Woods Trail, four counts of first-degree trafficking in a controlled substance.

• Anthony S. Harris, 29, Mallory Spring, Berea, two counts of first-degree trafficking in a controlled substance.
