Jergee Drive man faces federal cocaine distribution charges

RICHMOND — A Richmond man received federal cocaine distribution charges Thursday following a joint operation by the Richmond Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Algernon B. Jones, 27, Jergee Drive, was arrested at 2:54 p.m. by RPD officers and ATF agents, according to a news release from RPD Chief Larry Brock. He was charged with conspiracy to distribute cocaine and distribution of cocaine based on the strength of a federal warrant, the release stated.

Jones was taken into custody on Steep Street near Little’s Detail Shop.

Brock said the warrant for Jones’ arrest stemmed from a joint operation in which “controlled purchases of cocaine” were made from Jones.

After Jones was taken to the Madison County Detention Center, officials found a small bag of marijuana on his person, according to the release. Jones also was charged with possession of marijuana and first-degree promoting contraband.

Jones was transferred to federal court Friday for further proceedings, Brock said.

Man charged with duct-taping woman to pole, making meth

A 38-year-old man faces felony charges after police say he taped a woman to a pole for nine hours after accusing her of stealing his methamphetamine.

James D. Foster, 38, Hill Street, was charged Monday with fourth-degree assault, first-degree unlawful imprisonment, manufacturing methamphetamine and possession of drug paraphernalia.

Officers were sent to the area of Hill and East Irvine streets at 6:35 p.m. to meet with a woman who reported being held against her will at Foster’s home, Chief Larry Brock stated in a news release.

The woman told police she was visiting the residence when he accused her of stealing the meth he was manufacturing.

“As a result, Foster duct-taped her to a pole in his living room at approximately 9 a.m. and kept her duct-taped to the pole until releasing her somewhere around 6 p.m.,” Brock said.

The woman’s hands were secured to the pole with duct tape and her mouth also was covered by duct tape, she reported. She told police Foster struck her repeatedly about the head and eyes.

The officers obtained a search warrant for Foster’s residence and found several items of evidence connected to the reported offense, Brock said.

Officers also located coffee filters, lithium batteries, ammonia, Liquid Fire and other materials often connected with the manufacture of methamphetamine, the release stated.

Foster was arrested and taken to the Madison County Detention Center.
